District Professional Development Elements

Florida Statute 1012.98 provides direction on elements for district developed professional development systems. Substantial revisions of such systems are submitted for review and approval by the Department of Education. A review of current statute requirements is provided below that may assist districts in updating and revising their previous District Professional Development System Plans. Requirements of F.S. 1012.98 are included below. Districts may choose to add information as needed to describe fully their Professional Development systems when submitting revisions for review and approval. The current statutory elements should be reviewed when making systemic changes based on Race-to-the-Top commitments and on technical assistance from the department and McREL on redevelopment of district professional systems.

Introduction and Purpose

“The purpose of the professional development system is to increase student achievement, enhance classroom instructional strategies that promote rigor and relevance throughout the curriculum, and prepare students for continuing education and the workforce.”

Describe in an overview the organization and structure of professional development in the district. Identify the purpose of professional development and the benefit to the district.

"The system of professional development must align to the standards adopted by the state (Evaluation Protocol incorporated into SBE rule 6A-5.071) and support the framework for standards adopted by the National Staff Development Council" now known as "Learning Forward".

Note and describe how the system aligns to state protocol's and Learning Forward standards.

The school community includes students and parents, administrative personnel, managers, instructional personnel, support personnel, members of district school boards, members of school advisory councils, business partners, and personnel that provide health and social services to students.

Describe your school community and how it supports the definition provided in the statute.

(a) Support and increase the success of educators through collaboratively developed school improvement plans that focus on:

  1. Enhanced and differentiated instructional strategies to engage students in a rigorous and relevant curriculum based on state and local educational standards, goals, and initiatives;
  2. Increased opportunities to provide meaningful relationships between teachers and all students; and
  3. Increased opportunities for professional collaboration among and between teachers, guidance counselors, instructional leaders, postsecondary educators engaged in preservice training for new teachers, and the workforce community.

(b) Assist the school community in providing stimulating, scientific research-based educational activities that encourage and motivate students to achieve at the highest levels and to participate as active learners and that prepare students for success at subsequent educational levels and the workforce.

(c) Provide continuous support for all education professionals as well as temporary intervention for education professionals who need improvement in knowledge, skills, and performance.”

Development Process

Describe the ways in which your plan was developed in consultation with:

Major Components of the System

Describe the ways in which the major components of the District’s system interrelate and conform to the statutory requirements.

a. Planning

“The Professional Development System must be based upon”:
  • Analyses of student achievement data
  • Student needs
  • Personnel needs (describe your processes for collecting data on personnel needs)
  • Instructional strategies and methods that support rigorous, relevant, and challenging curricula for all students
  • School discipline data
  • School environment surveys
  • Assessments of parental satisfaction
  • Performance appraisal data of teachers, managers, and administrative personnel
  • School Improvement Plans
  • School inservice plans
  • Other performance indicators to identify school and student needs that can be met by improved professional performance

b. Learning

“Inservice activities for instructional personnel shall focus on”:
  • analysis of student achievement data,
  • ongoing formal and informal assessments of student achievement, identification and use of enhanced and differentiated instructional strategies that emphasize rigor, relevance, and reading in the content areas,
  • enhancement of subject content expertise,
  • integrated use of classroom technology that enhances teaching and learning,
  • classroom management,
  • parent involvement, and
  • school safety

“Provide for delivery of professional development by distance learning and other technology-based delivery systems to reach more educators at lower costs.”

Describe the ways in which professional development is focused and delivered in the district.

c. Implementing

Describe the ways in which the district provides:

“inservice activities coupled with followup support appropriate to accomplish district-level and school-level improvement goals and standards.”

d. Evaluating

“Provide for the continuous evaluation of the quality and effectiveness of professional development programs in order to eliminate ineffective programs and strategies and to expand effective ones. Evaluations must consider the impact of such activities on the performance of participating educators and their students' achievement and behavior.”

Describe the ways in which the district evaluates major professional development efforts to document the effectiveness of the programs and the efficacy of the use of the funds for professional development.

e. Master Plan for Inservice Activities

“The master plan shall be updated annually by September 1, must be based on input from teachers and district and school instructional leaders, and must use the latest available student achievement data and research to enhance rigor and relevance in the classroom. Each district inservice plan must be aligned to and support the school-based inservice plans and school improvement plans pursuant to s. 1001.42(18). District plans must be approved by the district school board annually in order to ensure compliance with subsection (1) and to allow for dissemination of research-based best practices to other districts. District school boards must submit verification of their approval to the Commissioner of Education no later than October 1, annually.”

Describe the development and ongoing maintenance process for the district’s Master Plan for Inservice Activities for all district employees from all fund sources.

f. Individual Professional Development Plans

Each school principal may establish and maintain an individual professional development plan for each instructional employee assigned to the school as a seamless component to the school improvement plans developed pursuant to s. 1001.42(18). The individual professional development plan must:
  • Be related to specific performance data for the students to whom the teacher is assigned.
  • Define the inservice objectives and specific measurable improvements expected in student performance as a result of the inservice activity.
  • Include an evaluation component that determines the effectiveness of the professional development plan.”

Describe the process used to develop and review Individual Professional Development Plans. (This may be incorporated into deliberate practice metrics in department approved evaluation systems.)

g. Inservice Activities for School Administrative personnel

“Include inservice activities for school administrative personnel that address updated skills necessary for instructional leadership and effective school management pursuant to s. 1012.986.

Describe the process for delivering inservice to school administrative personnel.

h. Systematic Consultation

Describe the system to:

“Provide for systematic consultation with regional and state personnel designated to provide technical assistance and evaluation of local professional development programs.”

i. Funding

Describe the district’s commitment to and method for funding professional development.
